Baby, it's cold outside. But what does is mean to be cold in Spokane? From a Spokane Police Department email: 
We’ve seen an increase in vehicle theft this month, presumably because of the extreme cold temperatures. Patrol officers have taken quite a few stolen vehicle reports where the owner has left the engine running, unattended, and the car has been stolen. Anything you can do to remind citizens NOT to leave their engines running, unattended, would be GREAT! Officers took a stolen report this morning – a gal warming up her car in her driveway at 8800 N. Colton. Within an hour, SPD officers located the car pulling into a parking lot near Nevada and Wellesley. Officers arrested Robert Basford (12/21/70).

Warming Centers Activated for Friday Night

Due to the extreme weather conditions, the City of Spokane has activated its Homeless Warming Center program for Friday, Jan. 11.

Homeless warming centers are locations that can be used for the purpose of sheltering the homeless from the elements for brief intervals during extreme cold weather. These sites, which are not set up for lodging, are activated by the City only when temperatures are forecasted by the National Weather Service to drop to 15 degrees or lower and homeless shelters serving the target population were at capacity the previous 24 hours.

The following Warming Centers will be open starting at 8 p.m. today, Jan. 11, and will remain open until 7 a.m. Saturday, Jan. 12:

First Covenant Church 212 S. Division St.
Single Adult Men

The Salvation Army, 222 E. Indiana Ave.
Families with Children and Couples

Hope House, 111 W. Third Ave.
Single Adult Women

As of last evening Crosswalk (youth) had shelter beds available.

Weather Conditions Warrant Change to Browne's Addition Plowing

With warm and windy weather speeding snow melting, the City is changing its approach to plowing in Browne’s Addition.
Crews will plow the center of the streets, where possible, to remove as much slush, snow and ice this afternoon and evening, before it freezes. Crews anticipate only small berms as a result of this plowing because so much snow already has melted.
“The snow is melting and turning into slush, with bare pavement in some locations,” says Mark Serbousek, Street Director. “We want to get in there and remove what we can from the center of the street before it turns into ice.”
Citizens won’t be expected to move cars for this work. Not all streets may be plowed because the streets are narrow.
Crews will plow the center of the streets, where possible, to remove as much slush, snow and ice this afternoon and evening, before it freezes. Important Snow Plow Information.

The City of Spokane will plow the streets of Browne’s Addition on Thursday and Friday, Jan. 10 and 11, starting at 8:30 a.m. each day.


Cars must be moved from the north-south streets in Browne’s Addition on Thursday, and from the east-west streets on Friday. The streets are so narrow in Browne’s Addition the trucks cannot get through with parked vehicles lining the streets.

Vehicles parked in those areas when the plows arrive will be subject to towing. If your vehicle is towed, call 625-4100.

City Offers Snow Information Texting Service


The City of Spokane is launching a texting service to let citizens know about parking restrictions that are in place as part of snow removal efforts. This is a pilot project designed to test the interest and effectiveness of such a service.

City Declares Stage 2 Snow Event

Spokane Mayor David Condon is announcing that the City of Spokane is upgrading its snow declaration to a Stage 2 Snow Event, which means City crews will work 24 hours a day, 7 days a week until they complete a full-City plow that includes all residential areas. The City is calling in private contract graders to help with the snow removal effort.
The City has about 50 plows, sanders, de-icers, and graders out working to improve driving conditions now. City crews currently are working in arterials and in residential hill routes 22, 23, and 24—essentially Indian Trail, Five Mile, and the Eagle Ridge area. They are using teams of plows and graders in the residential areas. Crews will leave berms at the end of driveways in the residential areas.
By 11 a.m. today, parked vehicles need to be moved off the arterial streets and STA fixed bus routes. By 6 p.m., vehicles should be parked on the even side of the street in residential hill routes (those numbered 20 and above on the residential plow route map. In the remaining residential areas, parked vehicles need to be moved to the even side of the street by 11 p.m.
Parking also is restricted downtown between 2 and 6 a.m. during a Stage 2 Snow Event to assist with plowing there. Remember, Browne’s Addition is plowed on an announced schedule with specialized parking restrictions. Watch for later updates.
Check the progress of City plows. Citizens also can call the City’s recorded Snow Removal Hotline at 456-2666 for information on the location of plows. Citizens can be notified of updated information by following the City on Twitter or by liking the City’s official Facebook page.
When driving in these wintry conditions, the City is asking motorists to slow down, be patient, and drive according to the conditions. Don't follow plows closely, and please do not try to pass plow trucks; it is very dangerous.
Under the City’s snow removal plan, officials can call for a Stage 1 Snow Event when there is at least 2 inches of snow on the ground and 4 or more in the forecast. A Stage 2 Snow Event, which includes a full-City plow of all arterial and residential streets, is triggered when there are 6 inches of snow on the ground and more anticipated.
Please assist your neighbors who may need help removing snow from their driveways and sidewalks. And don’t blow or shovel snow into the street, but back into your yard. That will prevent more snow and ice from being pushed onto sidewalks and the end of driveways by City plows.
The City also asks that citizens clear snow off of parked vehicles and from around fire hydrants, storm drains, and mail boxes.
Restricting parking during snow removal efforts allows plow drivers to clear away more snow, widening the area available for vehicles and generally improving driveability. In the residential areas, parking on one side of the street also allows plow drivers to move away from the curb, reducing the amount of snow and ice that ends up on sidewalks and at the end of driveways.

Spokane Mayor David Condon is announcing that the City of Spokane this morning is calling a Stage 1 Snow Condition as of 6 a.m. The City has plows, sanders, de-icers, and graders out working to improve driving conditions. Snow may change to rain later this morning, and the City will continue to monitor conditions and make changes to snow removal efforts as needed.
A Stage 1 Snow declaration means that City snow removal crews will work 24 hours a day to plow all arterials, STA fixed bus routes, and all streets in the City’s residential hill routes—those numbered 20 and above on the residential plow route map.
